Each tool opens and rebuilds the PDF inside your browser tab, so the document stays on your own device. A few tools fetch helper files the first time: OCR PDF downloads its text-recognition engine and language data, and the page renderer loads font data from a public code host. Your file is never part of those requests. When a tool has to change your document in a visible way, for example turning pages into images to reach a very small size, it says so next to the download.
