Does the recipient have to have my number saved?

Is the pre-filled message locked?

No. Whatever you write is placed in the chat's text box, and the sender can edit or delete it before hitting send. Use it as a helpful starting point such as 'Hi, I'd like a quote for…' rather than as a form you expect back verbatim.
