It sets how much of the code can be damaged or covered while still scanning: L tolerates about 7%, M 15%, Q 25% and H 30%. Higher levels make the pattern denser but let you place a small logo in the centre or survive a scuffed print.
Use SVG for anything printed — signage, packaging, posters — because it is vector and stays perfectly sharp at any size. PNG is easier for websites, slides and messaging apps where a fixed-size raster image is all you need.
