How to use Passport Seva Photo Resizer
- Take a front-facing colour photo against a plain white wall, with your full head and the top of your shoulders in view.
- Choose the photo. The tool shows the target: 630 × 810 px, JPEG, no file-size limit given.
- Under Fit to the size, keep Crop to fill. Fit with white margins keeps the whole photo but makes your face smaller.
- Under Keep which part when cropping, keep Top (keeps the head) for a portrait taken with space below the shoulders. Choose Centre if your head is in the middle of the frame.
- Press Resize for upload and read the Check against the rules table.
- Download the file, which ends in -passport-seva-photo.jpg.

What it does and when to use it
The Passport Seva guidelines describe the digital photo by its pixel size. A phone photo is many times larger and a different shape, so it has to be cropped to the 7 : 9 portrait shape and scaled down.
Doing that in a general photo editor means working out the crop by hand. This page does it in one step and then checks the result against the guideline in a small table.
Use it when the Passport Seva process you are following asks you to provide a digital photo. Instructions differ between services and can change, so read the current steps on the portal for your application type. If you need printed photos for a form, use the Passport Photo Maker instead, which also has head-position guides.
How it works
Everything happens in your browser, in a background worker. Your photo is not uploaded.
- Decoding. The photo is opened with its rotation tag applied, so a picture that looks upright on your phone stays upright. Transparent areas, if any, become white.
- Cropping. With Crop to fill, the tool cuts the largest 7 : 9 rectangle from your photo. Left to right it is always centred. Top to bottom it follows your choice: Top keeps a little more of the upper part, so the head is not cut; Centre takes the middle; Bottom takes the lower part.
- Scaling. The crop is scaled to exactly 630 × 810 px.
- Saving. Because no file-size limit is given, the JPEG is saved at a high quality of 95% with no size search.
- Checking. The table compares your file’s dimensions, size and format with the rule. The background row is marked as your responsibility, because the tool does not analyse it.
With Fit with white margins instead, the whole photo is shrunk to fit inside 630 × 810 px and white bands fill the gaps.
Worked examples
These crops come from the tool’s own geometry function.
A portrait phone photo, 3,024 × 4,032 px. This is a 3 : 4 shape, slightly wider than 7 : 9. The tool keeps the full width and a 3,888 px tall slice starting 29 px from the top, then scales it to 630 × 810 px. Almost nothing is lost, so frame the shot the way you want it to look.
A landscape photo, 4,000 × 3,000 px. Here the tool keeps the full height and a 2,333 px wide slice from the middle, starting 834 px in from the left. Make sure you are standing in the centre of the frame, or your head may be cut at the side.
The same landscape photo with Fit with white margins. Nothing is cut, but the photo is shrunk to fit the width and white bands are added above and below. Your face becomes small, which may not meet the 80–85% face rule. Crop to fill is usually the better choice.
Getting the face size right
The guideline asks for the face to take up 80–85% of the photograph. ToolsRift’s passport tool reads this as a share of the height, from the top of the hair to the chin. On an 810 px tall photo that is about 648 to 689 px.
This page does not move or zoom your face; it only crops to the shape. To control the face size:
- Stand closer to the camera, or crop the photo tighter with the Image Cropper at a 7 : 9 ratio before using this page.
- Leave a little space above the hair and include the top of the shoulders.
- Or use the Passport Photo Maker with the India setting, which draws crown and chin guides and also saves a 630 × 810 px copy.
Limits and tips
- Background is not checked. The tool cannot see whether the wall is white or has shadows. Use a plain white wall and light from the front.
- No edits. The guidelines ask for a photo unaltered by software. Avoid beauty filters, background changes and heavy retouching.
- Glasses. Reflections are not allowed. Tilt the glasses slightly, change the light, or take them off if permitted.
- Colour only. Do not convert the photo to black and white.
- Keep the original. The tool writes a new file; your original photo stays as it was.
- Check the latest rules. Figures were checked on 2026-10-02. Confirm them in the current Passport Seva guidelines before you apply.
